The International Criminal Court (ICC) has reported Mongolia to its oversight body for failing to arrest Russian President Vladimir Putin during his visit to the country. Despite an existing ICC arrest warrant, Mongolia welcomed Putin with an honor guard in Ulaanbaatar. The ICC's Assembly of States Parties will review Mongolia's non-compliance at its December meeting in The Hague.
